Position Summary
Serving as the primary consultant to the client’s Regional Program Manager (RPM) and direct manager to on-site Construction Managers (CMs), the Project Manager - Owner’s Representative (PM-OR) acts as the operational bridge between regional program planning and field execution. This role is responsible for driving portfolio-wide Facility Ready (FR) milestones across complex infrastructure builds, serving as a critical filter for field data, resolving cross-functional friction, and safeguarding financial and schedule integrity throughout the complete project lifecycle—from preconstruction through Level 5 Commissioning and turnover. Operating in a global capacity, working hours for this remote position vary and dynamically align with the specific time zones and operational schedules of the supported international portfolio.

Key Responsibilities
- Portfolio Risk Mitigation & Strategic Alignment: Conduct structured schedule and financial reviews with the RPM to track critical path health, evaluate early warning risks, validate forecast handover dates, and filter site-level metrics into actionable executive briefings.
- Financial Stewardship & Cost Control: Rigorously audit General Contractor (GC) payment applications, Early Warning Notices (EWNs), and proposed Change Orders to ensure scope accuracy, cost reasonability, and capital protection.
- Cross-Functional & Supply Chain Oversight: Resolve workflow bottlenecks (design RFIs, submittals, permitting) and track Owner-Furnished Equipment (OFE) and procurement lifecycles to eliminate downstream schedule drift.
- Field Leadership & Talent Management: Directly manage, mentor, and deploy regional CM talent, intervening in high-stakes field scenarios to resolve complex contractual disputes and trade boundary interfaces.
- Commissioning & Operational Turnover: Monitor Level 1 through Level 5 commissioning sequences, enforce vendor and GC accountability during testing, and drive punch-list resolution for seamless site transfers to Operations.

Quality & Safety Governance: Oversee EHS compliance and field quality across the regional portfolio, ensuring project management system records are accurate and QA/QC standards meet client expectations.

Physical & Environmental Requirements
- Work Setup & Location: Home-office-based remote setup. Attendance at regional or corporate offices (e.g., Leesburg, VA) required approximately 2–3 times per year for strategic planning.
- Travel Frequency: Up to 25% regional and international travel required for site audits, CM support, executive stakeholder engagement, and key milestones.

Site Operations: Ability to safely navigate active, fast-paced commercial/industrial construction sites, wear required PPE, and perform site assessments during environmental and commissioning testing.
Qualifications & Certifications
Required
- Education: Bachelor’s degree in Construction Management, Engineering, Architecture, or a related technical discipline.
- Experience: 10+ years of direct project management experience delivering complex MEP-dense, heavy commercial, industrial, or mission-critical construction projects (or an equivalent combination of education and experience).
- Commercial Expertise: Proven track record auditing GC pay applications, evaluating change orders, and managing project-level risk.

Technical Software: Demonstrated experience utilizing scheduling software (Primavera P6 or equivalent) and cloud-based construction platforms.
Preferred
- Targeted Domain Experience: Direct PM or Owner’s Representative experience on hyperscale data center builds or mission-critical infrastructure.
- Field Leadership: 3+ years of direct, on-site Construction Manager (CM) experience leading field teams.
- Platform Experience: Direct working knowledge of Autodesk Construction Cloud (ACC).
- Professional Certifications: Project Management Professional (PMP) and/or CSI credentials.

Tech Proficiency: Proficiency in Google Workspace tools (Docs, Sheets, Drive, Gmail) or equivalent enterprise collaboration suites.
